Sustainable Management in Large-Scale Scientific Instruments Platform

  • 摘要: 大型科研仪器平台的运行水平与科技创新活动的产出效果息息相关.可持续管理是提升其运行水平的关键.梳理以往相关研究, 结合实际管理经验, 从其基本功能链解析大型科研仪器平台的边界、统一、功能和反馈等内涵.聚焦科研仪器平台自身运行层面, 丰富平台的功能网络结构, 进而辨析当前的主要管理问题, 明确平台稳定运行的必要特征.通过辨明人员在平台运行过程中的作用, 探讨在初始期、上升期、稳定期和繁荣期等4个发展阶段的可持续管理对策, 为平台运行提供可行的参考.

     

    Abstract: The performance of technological service from large-scale scientific instruments platforms is closely related to the output level of scientific and technological innovation activities. The sustainable management in a large-scale scientific instrument platform is the key to improve the performance. Previous related researches and accumulated management practices are combined in this paper to build a sustainable management framework. Starting from the primary functional chain of a large-scale scientific instrument, the BUFF (short for boundary (B), unity (U), function (F) and feedback (F)) has been analyzed and enriched. Focusing on the operational dimension, the functional network structure of an instrument platform is proposed to identify the management issues that make most platforms satisfy neither the authorities nor the scientists. The essential features of the stable operating of an instrument platform contain entity (E), adaption (A), sound function (S) and yield (Y). And the role of the department head and those technicians in the platform is the determining factor to the development of the organization. The sustainable management strategies in the 4 development stages of an instrument platform are self-knowledge, self-catalysis, self-control and self-realization, respectively, which provide viable reference for the operation and management of the instrument platforms in China.
